DNA Breakthrough Identifies Cindi Estrada and Connects Accused Serial Killer in Wyoming Cold Cases

New DNA evidence has led to a significant breakthrough in a 33-year-old cold case, identifying a previously unnamed victim, ‘I-90 Jane Doe’, as Cindi Arleen Estrada, a 21-year-old pregnant woman. Her body was discovered in 1992 near Interstate 90 in Wyoming, bearing signs of beating and strangulation. (3, 6)

Investigators from the Wyoming Division of Criminal Investigation used DNA from Estrada’s remains to match her biological mother, confirming her identity. (4, 6) Further DNA analysis revealed a link between Estrada’s murder and another unsolved case from the same year, that of Irene Vasquez, or ‘Bitter Creek Betty’, found along Interstate 80. (1, 6)

The consistent DNA profile across both Wyoming cases, and later a 1991 murder in Tennessee, led authorities to identify Clark Perry Baldwin, a long-haul truck driver. (1, 5, 6) Baldwin was arrested in 2020 after DNA samples were discreetly collected from his belongings. (5)

Baldwin was convicted in May 2025 for the murder of Pamela McCall in Tennessee but died of a heart attack in July 2025, before he could be extradited to Wyoming to face charges for the murders of Estrada and Vasquez. (5) This development provides crucial answers to these decades-old mysteries, even though Baldwin will not stand trial in Wyoming. (5)
